Republicans win House control after retaking Senate, CBS News projects. See 2024 House election results.

House elections live balance of power for 2024 

Republicans will keep control of the House of Representatives, CBS News projects, solidifying Republican leadership of both chambers of Congress as well as the White House with Donald Trump's 2024 election victory.

The GOP held onto the House despite two years of infighting that often descended the lower chamber into chaos, including the historic ousting of their speaker. 

On Wednesday afternoon, more than a week after Election Day, Republicans were projected to win at least 218 seats after edging out Democrats in several closely contested districts. Democrats were projected to have at least 211 seats. Several races have yet to be projected. 

The GOP also gained control of the Senate this election, picking up several seats during a year when Democrats faced an especially challenging map.

 

House GOP support Speaker Mike Johnson as leader

House Republicans backed Speaker Mike Johnson to lead for another two years as they voted in leadership elections on Wednesday just as they secured majority control of the lower chamber for another two years.

Republicans voted to return Johnson and House Majority Leader Steve Scalise, both from Louisiana, to their positions in the next Congress, which begins in January.

Democratic state Sen. Dave Min beat Republican candidate Scott Baugh for the open seat in California's 47th District, CBS News projected. 

The seat is currently held by Democratic Rep. Katie Porter, who lost her bid for California's open Senate seat against Democratic Rep. Adam Schiff.

Rep. Juan Ciscomani, a first-term Republican, beat Democratic candidate Kirsten Engel, a state legislator, in a rematch in Arizona's 6th District, CBS News projected. 

Ciscomani narrowly defeated Engel in 2022.

House Republicans won control of the House, securing at least 218 seats, CBS News projected Wednesday afternoon. 

Democrats are expected to have at least 211 seats. 

A number of races are still undecided.

The 13 seats that have flipped, so far

At least 13 House seats have changed parties as of Wednesday morning, according to the latest CBS News projections.

Republicans have flipped seven seats. The districts that turned red are: Michigan's 7th District, North Carolina's 6th District, North Carolina's 13th District, North Carolina's 14th District, Pennsylvania's 7th District, Pennsylvania's 8th District and Colorado's 8th District. 

Democrats gained six seats — winning in Alabama's 2nd District, Louisiana's 6th District, New York's 4th District, New York's 19th District, New York's 22nd District and California's 27th District.

House GOP to elect leadership Wednesday afternoon

House Republicans are moving forward with their leadership elections Wednesday, though majority control still hangs in the balance as a number of key races have yet to be determined. 

Still, Republicans are operating as if they've secured control of the lower chamber for another two years. CBS News has characterized control of the House as lean Republican. 

House Speaker Mike Johnson and House Majority Leader Steve Scalise, both from Louisiana, want to return to their leadership roles. 

Several House members said Wednesday that Trump backs Johnson as speaker and that they expect members to coalesce around behind Johnson at leadership elections later in the day.

House Majority Whip Tom Emmer of Minnesota is also seeking reelection. 

The election for the No. 4 leadership spot, House Republican Conference chair, is a two-way race between Rep. Kat Cammack of Florida and Rep. Lisa McClain of Michigan.

Republican who voted to impeach Trump wins reelection

Rep. David Valadao, one of the 10 House Republicans who voted to impeach President-elect Donald Trump in 2021 over the Capitol riot, won reelection in California's 22nd District, CBS News projected. 

Valadao is one of two Republicans who supported impeachment who remain in office. 

The race was a rematch with Rudy Salas, a former Democratic state assemblyman.

Democrat wins competitive race in California's 49th District

Democratic Rep. Mike Levin won a fourth term in California's 49th District, CBS News projected. 

He was in a competitive race against Republican Matt Gunderson. 

The seat was a target for Republicans.

Democrat George Whitesides flips seat in California's 27th District

George Whitesides, the former CEO of Virgin Galactic and former chief of staff of NASA, delivered for Democrats, flipping California's 27th District seat blue, CBS News projected. 

Whitesides defeated GOP Rep. Mike Garcia, who won the seat in a 2020 special election against Christy Smith, a former Democratic state lawmaker, making him the first Republican to flip a California seat since 1998. Garcia went on to defeat Smith twice, including after a redistricting that favored Democrats. 

Garcia conceded the race on Monday.

GOP Rep. Dan Newhouse beats Trump-backed opponent

Republican Rep. Dan Newhouse beat his Trump-backed opponent, Jerrod Sessler, in Washington's 4th District, CBS News projected. 

Newhouse is one of the 10 House Republicans who voted to impeach President-elect Donald Trump in 2021 over the Capitol riot. He's one of two who still remain in Congress. 

Under Washington's primary system, the top two candidates with the most votes advance to the general election, even if they're members of the same party.

Republicans flip seat in Colorado's 8th District

Republican candidate Gabe Evans defeated Democratic Rep. Yadira Caraveo in Colorado's 8th District, giving the GOP another gain, CBS News projected. 

Both Evans, a state representative and former police officer, and Caraveo, a freshman Democrat,  are Latino and the district also has a sizable Latino population.

GOP Rep. David Schweikert wins 8th term in Arizona's 1st District

Rep. David Schweikert, a seven-term Republican who represents the wealthy suburbs of Phoenix in Arizona's 1st District, won an eighth term, CBS News projected. 

Redistricting put him in a competitive district in the 2022 midterm elections and the race was considered a toss-up heading into Election Day. 

An abortion rights ballot measure was not enough to help Democrat Amish Shah, a physician, defeat Schweikert.

California GOP Rep. Mike Garcia concedes

Republican Rep. Mike Garcia, who represents California's 27th Congressional District, has conceded his race against Democrat George Whitesides. CBS News characterizes this race as lean Whitesides.

Garcia said in a statement posted to social media that he spoke with Whitesides on Monday evening to congratulate him and said he will "ensure a smooth handoff of open constituent case work packages to him and his team."

"Representing the people of California's 27th Congressional District the last 4.5 years has been an honor of a lifetime," he said.

Garcia first won the seat in 2020, but a loss will flipped the seat for Democrats.

Trump Cabinet picks could affect the number needed for a majority

Whichever party takes control will have a narrow majority, and there could be more vacancies if President-elect Donald Trump names any members to his Cabinet. He has already announced that he will nominate Rep. Elise Stefanik to be U.N. ambassador and sources say Rep. Michael Waltz is expected to be tapped for national security adviser. With two vacancies, there would only be 217 seats needed for a majority.

 

2 more run to replace Stefanik as conference chair

Rep. Erin Houchin, an Indiana Republican, is running to replace Rep. Elise Stefanik, a New York Republican, as House Republican Conference chair. 

"The role of Conference Chair is not about being in the spotlight; it's about amplifying our members' voices and providing them the tools they need," Houchin said in a statement. 

Rep. Lisa McClain, a Michigan Republican, also announced she's running.

Rep. Elise Stefanik withdraws from House GOP conference race

Rep. Elise Stefanik, a New York Republican, withdrew her candidacy to be House Republican Conference chair on Monday after accepting President-elect Donald Trump's offer to be U.S. ambassador to the United Nations. 

"I want to give our colleagues an opportunity to fill this important role as we embark in January on what will be the most consequential 119th Congress with unified Republican government. It has truly been an honor of a lifetime serving as your House Republican Conference Chair in leadership and getting to know each and every amazing Member," she wrote in a letter to her colleagues, which was obtained by CBS News.

Florida Rep. Kat Cammack launches bid for House GOP chair

Rep. Kat Cammack, a Florida Republican, announced she is running to replace Rep. Elise Stefanik, a New York Republican, as House Republican Conference chair. 

Stefanik announced last week she would again seek the leadership position, but since then has been offered a role to serve in President-elect Donald Trump's Cabinet as U.S. Ambassador to the United Nations. 

"With the mandate the American people gave President Trump and my fellow Republicans on Tuesday, we need to deliver results now more than ever," Cammack wrote on social media. "We need to be one team, one mission." 

House Republicans, who have yet to win the majority with a number of races still to be decided, are holding their leadership elections on Wednesday. CBS News has characterized control of the lower chamber as lean Republican.  

House Speaker Mike Johnson and House Majority Leader Steve Scalise, both Louisiana Republicans, also said last week they will seek to return to their leadership roles.

Marie Gluesenkamp Perez wins Washington's 3rd District

Democratic Rep. Marie Gluesenkamp Perez is keeping her seat representing Washington's 3rd District, CBS News projects.

Gluesenkamp Perez represents a rural district that former President Donald Trump won twice. She was in a rematch with Republican Joe Kent, who has backed pardons for some of the Jan. 6, 2021, rioters. 

Gluesenkamp Perez defeated Kent by less than a percentage point in 2022.

She was in a rematch against Republican candidate Mike Erickson, and won by less than 3 percentage points in 2022.

Democrat Susie Lee wins Nevada's 3rd District

Democratic Rep. Susie Lee won Nevada's 3rd District in the race against Drew Johnson, a libertarian-leaning Republican, CBS News projects. 

Lee has represented the district since 2019. Johnson is a policy analyst and former think tank founder.

Republicans hang on to seat currently held by Rep. Lauren Boebert

Republican candidate Jeff Hurd won in Colorado's 3rd District, CBS News projected. 

Republican Rep. Lauren Boebert ran in a different district after barely winning reelection against Democratic candidate Adam Frisch in 2022. The two were set for a rematch until Boebert chose to leave for a safer Republican seat in Colorado's 4th District, which she won. 

Frisch conceded to Hurd the day after the election.

Rep. Don Bacon, a Nebraska Republican, survives Democratic challenge

Republican Rep. Don Bacon survived another challenge from Democratic candidate Tony Vargas in Nebraska's 2nd District, CBS News projected. 

Vargas, who would have been Nebraska's first Latino representative, lost to Bacon in 2022. Cook Political Report moved the race from toss-up to lean Democrat on Nov. 1, but Bacon prevailed. 

Nebraska is a red state, but the 2nd District, which includes Omaha, went blue in the presidential race in 2008 and 2020.

11 seats have changed hands, so far

At least 11 House seats have changed parties as of Friday afternoon, according to the latest CBS News projections.

Democrats picked up five seats — in Alabama's 2nd District, Louisiana's 6th District, New York's 4th District, New York's 19th District and New York's 22nd District. 

They have lost six other seats to Republicans, who picked up Michigan's 7th District, North Carolina's 6th District, North Carolina's 13th District, North Carolina's 14th District, Pennsylvania's 7th District and Pennsylvania's 8th District. 

Democrats need a net gain of four seats to win the House majority.

What happens if Republicans control the House

If Republicans hold onto control of the House, they'll have the majorities in both chambers of Congress, since Republicans flipped the Senate this election.

That means there would be little standing in the way of President-elect Donald Trump's agenda, although some measures may still face obstacles, depending on the size of the House majority and the fact that Senate Republicans do not have a super majority of 60 votes. Currently, House Speaker Mike Johnson has a four-seat majority that has forced him to rely on the votes of Democrats to get must-pass legislation through the House, especially since the Senate has been controlled by Democrats.

Democrat Eugene Vindman wins Virginia's 7th District

Eugene Vindman, a former Army colonel and former National Security Council ethics lawyer, won the race in Virginia's 7th District against Republican Derrick Anderson, a former Army Green Beret, CBS News projected. 

Vindman helped raise the alarm about former President Donald Trump's conduct toward Ukraine, which led to his first impeachment inquiry. But it was Vindman's twin brother, Alexander, who testified at the impeachment hearing.

Republican candidates unseated two Democratic incumbents in Pennsylvania, CBS News projected. 

Rob Bresnahan, who runs a construction company, unseated Democratic Rep. Matt Cartwright in Pennsylvania's 8th District. Cartwright has held the seat for more than a decade. His district includes Scranton, where President Biden was born. Former President Donald Trump won the district in 2020. 

And Republican candidate Ryan Mackenzie flipped Pennsylvania's 7th District, unseating Democratic Rep. Susan Wild, who was fighting for a fourth term.

Democrats gain seat in Louisiana

Democrat Cleo Fields won Louisiana's 6th District, CBS News projected. It's a pick up for Democrats. 

The incumbent, GOP Rep. Garret Graves, did not seek reelection after redistricting. 

Fields has secured more than 50% of the vote in the general election, which is necessary to avoid a runoff. The state does not have a partisan primary. 

The seat is the third gain for Democrats, so far. They need a net gain of four seats to secure the majority. But, according to CBS News projections, Republicans have flipped four seats. More than a dozen contentious races are still undecided.

Democratic Rep. Don Davis fended off a challenge from Republican candidate Laurie Buckhout in North Carolina's 1st District, CBS News projected. The district became more competitive for Republicans after redistricting. The district hasn't elected a Republican since 1883.

However, Democrats lost three seats in the state this election cycle after redistricting.

CBS News has yet to project three key races in Pennsylvania, though Republicans appear poised to win all three of them. Two of the seats are currently held by Democrats and the third is Republican-held. 

  • Pennsylvania's 7th District: CBS News rates the race as likely Ryan Mackenzie, who is a Republican state legislator. It would be an upset for Democrats. 
  • Pennsylvania's 8th District: CBS News rates the race as likely Rob Bresnahan. Bresnahan's potential win would be another big loss for Democrats, whose chances of winning the House majority are narrowing. 
  • Pennsylvania's 10th District: CBS News rates the race as likely Rep. Scott Perry, the former chairman of the conservative House Freedom Caucus.

House Speaker Mike Johnson says voters gave GOP a "mandate," source says

In a call House Republicans had with the congressional GOP's campaign arm, House Speaker Mike Johnson of Louisiana said Republicans in Washington have "a mandate," according to a source familiar with the call. 

The source said Johnson said "there is a mandate — we are a center right country, this is the most consequential Congress in history." 

Rep. Richard Hudson of North Carolina, the chairman of the National Republican Congressional Committee, also expressed confidence that Republicans will ultimately be successful in winning the House majority.

Where House races in California stand

The winners of several completive races in California are still unclear, and some are considered toss-ups. Here is a look at those races that have not yet been projected: 

  • California's 13th District: Republican Rep. John Duarte is in a rematch with Democratic challenger Adam Gray after narrowly beating him in 2022 in one of the closest races that year. The race is considered a toss-up. 
  • California's 22nd District: Republican Rep. David Valadao and Democrat Rudy Salas are also expected to have a close rematch in a race that is considered a toss-up. 
  • California's 27th District: Republican Rep. Mike Garcia is running against Democrat George Whitesides, the former chief of staff of NASA during the Obama administration and former CEO of Virgin Galactic.   • California's 41st District: Longtime Republican Rep. Ken Calvert is running against Democrat Will Rollins, a former federal prosecutor. Calvert won by less than 5 percentage points in 2022 and this year's race is considered a toss-up. 
  • California's 45th District: Republican Rep. Michelle Steel is also running in a race that's considered a toss-up against Democrat Derek Tran, a lawyer and veteran. Steel won her 2022 race by almost 5 percentage points. 
  • California's 47th District: Republican Scott Baugh is competing against Democrat David Min for the district's open seat. The seat is currently held by Democratic Rep. Katie Porter, who lost her bid for California's open Senate seat against Democratic Rep. Adam Schiff. 
  • California's 49th District: Democratic Rep. Rep. Mike Levin is running for reelection against Republican Matt Gunderson, a business owner.

Republican Derrick Van Orden wins reelection in Wisconsin's 3rd District

Republican Derrick Van Orden has won reelection in Wisconsin's 3rd District, CBS News projected. It was the most hotly contested race in the state.

The district was represented by a Democrat for 26 years before Van Orden flipped it red in 2022 to win his first term in Congress.

Van Orden is a former Navy SEAL who was at the Capitol during the Jan. 6, 2021, insurrection and remains one of President-elect Donald Trump's loudest backers in Wisconsin.

He was a top target for Democrats and was up against Rebecca Cooke, a former small business owner who worked as a waitress during the campaign. She won a three-person primary to take on Van Orden and raised more money than any other Democratic challenger in the state — a sign of Democratic optimism for the race.

Addison McDowell wins North Carolina's 6th District

Republican Addison McDowell has won North Carolina's 6th District, CBS News projected.

It's the third district in the state to be flipped by Republicans, after North Carolina's Republican-controlled legislature approved new congressional maps last year, which made them more favorable to the party. The other two seats are in the 13th District and 14th District.

Democratic Rep. Greg Landsman kept his seat in Ohio's 1st District, CBS News projected.

Landsman ousted longtime Republican Rep. Steve Chabot in 2022. In the 2024 race, his Republican challenger was Orlando Sonza, an Army veteran and former prosecutor.

Mike Johnson and Steve Scalise seek to remain in leadership roles

House Speaker Mike Johnson and House Majority Leader Steve Scalise, both Louisiana Republicans, announced in a pair of letters to their GOP colleagues that they will seek to return to their leadership roles.

Both laid out similar priorities in the letters, including border security and tax cuts, reining in government spending and cutting regulations. 

"I'm ready to take the field with all of you, and I am humbly asking for your support to continue leading this Conference as your Speaker. It has been the honor of my lifetime to serve with you thus far, and I look forward to playing the biggest offense of our lives. We have a country to save — and we will," Johnson wrote. 

"We must come together to deliver conservative results for the American people and get our country back on track. I am asking for your support to continue to serve as Majority Leader so we can save this great Nation together," Scalise's letter said. 

Control of the House has yet to be determined, but both Republicans expect their party to retain the majority.

Rep. Jen Kiggans won Virginia's 2nd District, keeping it in Republican hands, CBS News projected. 

The race against her Democratic challenger Missy Cotter Smasal tightened in recent weeks. The district has flipped parties twice since 2018.

Former House Speaker Nancy Pelosi says Democrats are "united behind Hakeem Jeffries"

Former House Speaker Nancy Pelosi of California said "House Democrats are united behind Hakeem Jeffries" in the next Congress. 

The House majority is still in limbo as a number of competitive races have yet to be decided, but CBS News has characterized control of the lower chamber as lean Republican. 

Pelosi, who was the first woman to lead the House, stepped down from her longtime position as Democratic leader in 2023 after Republicans took control of the House. She has continued to represent her San Francisco district and easily won reelection on Tuesday, CBS News projected. 

"We all pray for America's success under the next administration," her statement said.

House Minority Leader Hakeem Jeffries: "The House remains very much in play."

House Minority Leader Hakeem Jeffries of New York said Wednesday that he believes Democrats still have a chance at winning the majority in the lower chamber. 

"As a result of the enduring strength of our battle-tested incumbents, critical open seat holds in Virginia and Michigan, victories in Alabama and Louisiana and flipping four Republican-held seats in New York this year, the House remains very much in play," he said in a statement. 

"The path to take back the majority now runs through too-close-to-call pick-up opportunities in Arizona, Oregon and Iowa — along with several Democratic-leaning districts in Southern California and the Central Valley," he said. 

CBS News has yet to project the winners of the seats in Virginia's 7th District, Louisiana's 6th District and New York's 4th District and 19th District. 

Democrats did pick up a seat in Alabama's 2nd District and New York's 22nd District.

House Majority Leader Steve Scalise expects GOP to keep majority

House Majority Leader Steve Scalise of Louisiana said Wednesday he expected the GOP to keeps its majority in the lower chamber. 

"As returns continue to come in, it appears that voters have handed Republicans unified control of Washington, with House Republicans expected to hold our majority," he said in a statement. 

"Despite the difficult map we faced and the heavy outspending from the Democrats, House Republicans defied the odds and did what they said couldn't be done. This is a testament to our great candidates, battle-tested Members, and the voters who had enough of the inflation, crime, open borders, wokeness and chaos around the world caused by Democrats," he said.

Districts that have flipped so far

So far, Democrats have flipped two seats and Republicans have won three seats that were held by Democrats, according to CBS News projections. 

The two gains by Democrats are in Alabama's 2nd District and New York's 22nd District. In Alabama, redistricting made the seat more favorable to Democrats after the Supreme Court affirmed that the state's congressional map discriminated against Black voters. The Republican incumbent, Rep. Brandon Williams, lost in New York's 22nd District. 

Republicans picked up two seats in North Carolina after redistricting made several districts more favorable to their party. They also won a seat in Michigan's 7th District being vacated by Democratic Rep. Elissa Slotkin. 

Democrats need a net gain of four seats to retake the majority they lost in 2022.

House Speaker Mike Johnson says GOP "poised to have unified government"

House Speaker Mike Johnson of Louisiana, who easily won his reelection bid, said Wednesday that "Republicans are poised to have unified government in the White House, Senate, and House." 

CBS News has not projected which party will win the House majority. Former President Donald Trump clinched victory early Wednesday when he was the projected winner of Wisconsin. Republicans are protected to have at least 52 seats in the Senate, giving them the majority

"House Republicans have been successful in securing critical flips in swing states including Pennsylvania and Michigan, while our battle-tested incumbents have secured re-election from coast to coast. The latest data and trends indicate that when all the votes are tabulated, Republicans will have held our majority, even though we faced a map with 18 Biden-won seats," he said in a statement. 

CBS News also has yet to project the winners in three key races in Pennsylvania, but rates all three as lean Republican, which would be a pick up of two seats for the GOP.

Republican Tom Barrett won in Michigan's 7th District, CBS News projected. It's a pick up for Republicans. 

Democratic Rep. Elissa Slotkin is giving up the seat to run for the Senate. That race has yet to be projected.  

Barrett and his Democratic opponent Curtis Hertel are both former state senators. Slotkin beat Barrett in 2022 by 5 percentage points, but the absence of an abortion rights measure and the addition of the presidential race appeared to shift the dynamics.

N.J. Rep. Tom Kean Jr. defeats Sue Altman in key race

Republican Tom Kean Jr. won his reelection bid against Democratic challenger Sue Altman in New Jersey's 7th congressional district, CBS News projects.

Both candidates bombarded residents with campaign flyers in the mail and flooded the airwaves with ads in one of the most closely watched races in the country. 

Kean, who flipped NJ-07 red in 2022, and Altman, a former teacher and basketball teacher, were neck-and-neck in pre-election polls

Republicans keep 2 seats in New York

Incumbent Republican Rep. Mike Lawler fended off Democratic challenger Mondaire Jones in New York's 17th Congressional District race, CBS News projects. Lawler declared victory late Tuesday night, but Jones did concede or show up at his watch parties. 

Lawler flipped the district in the lower Hudson Valley in 2022, ousting Rep. Sean Patrick Maloney, who led the House Democrats' campaign arm. Jones lost the Democratic primary in New York's 10th District in 2022 and was hoping to make a comeback. 

Incumbent Republican Rep. Nick LaLota also fended off Democratic challenger John Avlon in New York's Congressional District 1 race, CBS News projects.

Control of the House in limbo as votes continue to be counted

Control of the House is still in limbo early Wednesday as votes in many states continue to be counted. CBS News has yet to project dozens of critical races. 

Republicans have picked up two seats in North Carolina, while Democrats have picked up one in Alabama. The gains for both parties came after redistricting.

House Speaker Mike Johnson easily wins reelection

House Speaker Mike Johnson of Louisiana easily won his reelection race, which was not considered competitive, CBS News projected. 

At his election night watch party in Shreveport, Louisiana, Johnson said being speaker was not on his bucket list and said "it's been a wild ride." 

He also said he was hopeful Republicans would retake the majority by a wider margin than they did in 2022, which he said would make his job easier.

Polls close in California, Idaho, Oregon and Washington

As of 11 p.m. Eastern Time, polls have closed in California, Idaho and Oregon. 

There are seven districts in California to watch, which you can read more about here. The vote count in California typically is slow because the state has expanded how people can vote, including by mail-in ballot through Election Day, by same-day voter registration and by provisional ballots, which take longer to process. In the 2022 midterm election, it took days and weeks for the outcome of some House races to be finalized. 

In Oregon, the most competitive race is the 5th District. Rep. Lori Chavez-DeRemer, a first-term Republican, is in a tough race against Democratic state Rep. Janelle Bynum. 

Washington's most competitive race is between Rep. Marie Gluesenkamp Perez, a first-term Democrat, and Republican Joe Kent in the 3rd District.

Polls in Pennsylvania county in key district will not be kept open late, despite long lines

A Pennsylvania judge has ruled that polls in Northampton County will not be kept open late, despite some voters waiting in line for hours on Tuesday. Lines at a polling place near Lehigh University took more than five hours at times. 

Polls in the state closed at 8 p.m. Eastern Time. The judge ruled that those already in line at 8 p.m. will be allowed to cast their votes, in keeping with state law. 

The county is part of the state's 7th Congressional District, where Democratic Rep. Susan Wild is fighting for a fourth term against Republican Ryan Mackenzie, a state legislator.

Polls have also closed in Arkansas, Arizona, Colorado, Iowa, parts of Kansas, Louisiana, parts of Michigan, Minnesota, Nebraska, New Mexico, New York, parts of North Dakota and South Dakota, most of Texas, Wisconsin and Wyoming as of 9 p.m. Eastern Time. 

Reminder that if you're in line to vote when polls close in your state, you have the right to vote if you stay in line. 

There are two competitive seats in Arizona, including the 1st District and the 6th District. Colorado's 8th District, Iowa's 1st District and 3rd District, Nebraska's 2nd District, New Mexico's 2nd District and Wisconsin's 3rd District are also considered key House races in determining who will win the majority. 

Michigan has two open seats that are competitive — the 7th Congressional District, where Democratic Rep. Elissa Slotkin is giving up the seat to run for the Senate, and the 8th Congressional District, where the seat is being vacated by Democratic Rep. Dan Kildee.

As of 8 p.m. Eastern Time, polls have closed in Alabama, Connecticut, Delaware, Washington, D.C., parts of Florida, Illinois, Maine, Maryland, Massachusetts, Mississippi, Missouri, New Hampshire, New Jersey, Oklahoma, Pennsylvania, Rhode Island and Tennessee. 

There are competitive races in Maine's 2nd District, where Democratic Rep. Jared Golden is facing Republican candidate Austin Theriault, a former NASCAR driver. It's a district that has voted for former President Donald Trump twice. 

In Pennsylvania, there are three districts that are competitive, including the 7th District, the 8th District and the 10th District. Two are currently held by Democrats, the other is held by Republicans.

Only two House Republicans who voted to impeach Trump in 2021 remain

Rep. Dan Newhouse of Washington and Rep. David Valadao of California are the only two remaining Republicans in the House who voted to impeach former President Donald Trump in 2021 over the riot at the U.S. Capitol. 

Ten Republicans joined all Democrats in voting to impeach Trump. The eight other Republicans have since retired or lost their primaries in 2022. 

Newhouse is facing a Trump-backed Republican opponent, Jerrod Sessler, in Washington's 4th District. In his endorsement of Sessler, Trump called Newhouse "weak and pathetic" and said he voted to impeach him "for no reason." 

Valadao is also locked in a tight race against Democrat Rudy Salas in California's 22nd District. Valadao beat Salas by 3 percentage points in the 2022 midterm elections.

As of 7 p.m. Eastern Time, polls have closed in Georgia, Indiana, Kentucky, South Carolina, Vermont and Virginia. Reminder that if you're in line to vote when polls close in your state, you have the right to vote if you stay in line. A few polling locations will stay open late in Georgia due to threats that disrupted voting earlier Tuesday. 

Georgia, a battleground state, will play an important role in the presidential race, but two districts in Virginia — the 2nd Congressional District and the 7th Congressional District — will affect which party controls the House. 

Democratic Rep. Abigail Spanberger is vacating the 7th District seat to run for Virginia governor in 2025. The race between Democrat Eugene Vindman and Republican Derrick Anderson is considered a toss-up by the nonpartisan Cook Political Report

Republican Rep. Jen Kiggans is in a tough race against her Democratic challenger Missy Cotter Smasal in Virginia's 2nd District.

7 California races that will help determine House control

California has a number of competitive races that will help determine who wins control of the House, including five that are considered toss-ups by the Cook Political Report

  • California's 13th District: Republican Rep. John Duarte narrowly beat his Democratic challenger Adam Gray in 2022 in one of the closest races that year. It's a rematch between the two this year. The race is considered a toss-up. 
  • California's 22nd District: Republican Rep. David Valadao and Democrat Rudy Salas are also expected to have a close rematch in what's also considered a toss-up race. 
  • California's 27th District: Republican Rep. Mike Garcia is running against Democrat George Whitesides, the former chief of staff of NASA during the Obama administration and former CEO of Virgin Galactic, in another race that's considered a toss-up. In 2020, Garcia won the seat in a special election, becoming the first Republican to flip a California seat since 1998. 
  • California's 41st District: Longtime Republican Rep. Ken Calvert is running against Democrat Will Rollins, a former federal prosecutor. Calvert won by less than 5 percentage points in 2022 and this year's race is considered a toss-up. 
  • California's 45th District: Republican Rep. Michelle Steel is also running in a race that's considered a toss-up against Democrat Derek Tran, a lawyer and veteran. Steel won her 2022 race by almost 5 percentage points. 
  • California's 47th District: Republican Scott Baugh is competing against Democrat David Min for the district's open seat. The race is considered lean Democrat. The seat is currently held by Democratic Rep. Katie Porter, who lost her bid for California's open Senate seat against Democratic Rep. Adam Schiff. 
  • California's 49th District: Democratic Rep. Rep. Mike Levin is running for reelection against Republican Matt Gunderson, a business owner. The race is considered lean Democrat.

Half a dozen House races in New York, though not a battleground state, are expected to play an important role in determining control of the lower chamber. The six seats, five of which are held by Republicans, helped decide the House majority in 2022. 

  • New York's 1st District: Rep. Nick LaLota, a first-term Republican, is facing a competitive race against moderate Democrat John Avlon, a former CNN anchor. 
  • New York's 4th District: Rep. Anthony D'Esposito, a first-term Republican, is in a tough race against Democrat Laura Gillen, a former Hempstead Town supervisor. He is one of three House Republicans whose races are considered lean Democrat by the Cook Political Report.
  • New York's 17th District: Rep. Mike Lawler, a first-term Republican, narrowly won his seat in 2022 when he defeated Sean Patrick Maloney, who led the House Democrats' campaign arm. It was a major loss for Democrats. This time, Lawler is running against former Democratic Rep. Mondaire Jones. 
  • New York's 18th District: Rep. Pat Ryan was the only Democrat in New York's battleground districts to win in 2022. He's running against Republican Alison Esposito, a former New York City police officer.

Hakeem Jeffries could make history if Democrats retake majority

House Minority Leader Hakeem Jeffries of New York could make history as the first Black speaker if Democrats win the majority. 

It wouldn't be the first time he's made history. Jeffries became the first Black lawmaker to lead a party in Congress when he was elected minority leader in January 2023, succeeding former House Speaker Nancy Pelosi as the top Democrat in the lower chamber. His election also made him the first House Democratic leader to be born after the end of World War II. 

Jeffries was first elected to Congress in 2012.

House GOP leadership to hold elections on Nov. 13

House Republicans will hold leadership elections on Nov. 13 after Congress returns from recess. It's a quick turnaround because sluggish returns from California and races that are too close to call or are contested could blur the picture of which party has the majority on Nov. 13. 

If Republicans lose control of the House, there could be a shakeup in GOP leadership. It's unclear if House Speaker Mike Johnson of Louisiana would run for minority leader or if anyone would challenge him. 

House Democrats haven't said when they'll hold their leadership elections.

GOP infighting a staple of the 118th Congress

Republicans took back control of the House in the 2022 midterm elections after four years of Democratic rule. But GOP infighting has made it difficult to govern with a razor-thin majority amid early retirements and the expulsion of Rep. George Santos, whose seat was later picked up by a Democrat. 

In January 2023, former House Speaker Kevin McCarthy of California finally won the speaker's gavel after 15 ballots amid a prolonged — and public — fight with conservatives who demanded concessions, foreshadowing the limits of his power over a fractured party.

His deal with far-right Republicans to allow a single member to trigger a no-confidence vote to remove the speaker came back to haunt him nine months later after he relied on the votes of House Democrats to temporarily avert a government shutdown. Eight Republicans voted with all Democrats to remove McCarthy, making it the first time in U.S. history a House speaker was ousted by such a motion. 

Speaker Mike Johnson of Louisiana succeeded McCarthy after three weeks of chaos caused by the GOP's inability to coalesce around a candidate. Though Johnson has faced similar issues as McCarthy and has had to rely on Democratic votes to pass legislation, he has survived in the role longer than his predecessor. Democrats stepped in to rescue Johnson from an ouster attempt in May.

The last time control of the House flipped in a presidential election year was 1952. Republicans won the House and Dwight D. Eisenhower was elected to his first term in the White House.

Battle for control of the House

Of the 435 House seats on the ballot, about 40 are seen as competitive, according to the Cook Political Report, a nonpartisan election analysis site that considers 22 of those races toss-ups. Of those 22 seats, 10 are held by Democrats and 12 by Republicans. Of the other 21 competitive seats, 13 are lean Democrat and eight are lean Republican. 

Republicans currently have 220 seats. Democrats have 212. There are three vacancies due to the deaths of Rep. Sheila Jackson, a Texas Democrat, and Rep. Bill Pascrell Jr., a New Jersey Democrat, and the early retirement of Rep. Mike Gallagher, a Wisconsin Republican. 

For Democrats to take control of the chamber they'd have to hold on to their 212 seats and the two vacancies from deaths, as well as pick up four seats. 

It's unlikely to be that easy, however. Redrawn congressional maps in North Carolina mean three seats held by Democrats are poised to be easily won by Republicans.

But the swing toward Republicans is blunted in part by redrawn congressional districts in Louisiana and Alabama that are likely to be won by Democrats under the new lines.
